Probably because they don't know what the numbers stand for. I've owned cars for decades but have been so uninterested in them compared to my bikes that, while I would guess that the numbers on my car tires have the same significance as the numbers on my bike tires, I don't know for sure.

To the OP: the only tires you can fit to rims that are designated 559 are tires designated 559. The other number---37---refers to the (approximate) inflated width of the tire.
