Honestly some people should not be allowed to touch bicycles.

The date is likely pretty close, T-Mar might be able to shed more light on it, could also be a late 81 for the 82 model year.

The holes in the dropout are for Campagnolo’s Portacatena chain keeper system. It has a little device that goes on the dropout and fancy shifter.
