They probably did, actually, given how fast the population of Marin County was growing in the 1920s. What they probably didn’t expect is that all those future people would drive everywhere by themselves, one person per 4,000lb of metal!
It would be very interesting to know how much traffic they expected the bridge to carry compared to the current volumes!
