1992 Rockhopper - Steel Frame - Need to replace front shock with rigid

So I've got an old Rockhopper. I would like to convert it into an around-town bike. Put a rack on it, comfortable seat, and dump the 20-pound dinosaur non-functioning front shock.

I'd like to put on a nice steel rigid fork. Any recommendations? I don't even know where to start. I don't know what will fit, how much to expect, what brand to purchase, etc.

Also, the wheels are ancient and messed up. Can I get some decent $100 wheels for this thing? Weight really doesn't mean much on this one. I actually was going to donate the bike but got to thinking I could replace a couple parts and do my own wrenching and have a nice go-fer bike for under $150.
