For me personally, it would be wind, dogs, and car traffic. Everything else I can tolerate.

1)Rain is ok if you have all season tires and good brakes. I used to ride in the rain so no problem
2)Cold can demotivating for riding
3) Excessive heat no for meas well
4)Ice after a bad fall due to unsalted roads , I will never ride again on ice or snow
5)Wind is tolerable
6)Dogs it depends of which dog we are talking about and who is the owner
7)Hills some are steep hills, needs training and practice
8)Night riding when public lights are on yes otherwise no
9)I avoid riding when too much traffic
10)For poor riding surfaces there is the hybrid
