Rotting/molding tire stuck to rim bead - clean-up Suggestions?p

Taking advantage of a rainy day to do some maintenance on my Cuevas and discovered when I pulled a tire it was moldy and rotten inside and the bead had stuck to the inside of the rim. Got the tire off successfully but now trying to figure the best way to clean up inside of the rim? Assuming I will need to remove the rim tape? scrape? solvent? brush? combo?

Swapping to set of 32mm Gatorskins I got in an auction haul, surprised they fit, not by much, they have 2.5mm of clearance. We will see if I keep them this way?
