Some people choose to cycle or walk because it's cheap and simple. Now, you want to make it more expensive and more complicated.
And, the "transponder" idea requires
boiling the ocean to be successful: for this to work, most cyclists/pedestrians would need the transponders and most cars would need to receive the signal.
