According to the Classicrendezvous (CR) forum, yes SIS bikes would be excluded. Actually anything from 1983 forward would be excluded except "keeper of the flame" bikes. Even Campagnolo C-Record parts are excluded from general discussion. This is just one point of view for classic bikes. Of course, frames that fit the CR definition of "vintage" with SIS is sort of in a grey zone but their discussion is not permitted on the CR forum.
