The first thing I do with all of my frames before build-up is cover those areas prone to road wear with paint protection film. As long as the paint is not fragile, I cover the underside of the downtube, fork blades, back of the seat tube, and rear triangle.
I also place a strip underneath any metal on paint contact points, such as cable guides, water bottles, front derailleurs, etc. It is cheap insurance for normal wear and tear.
Then again, if the bike is just going to be a wall hanger, I'd probably skip it but none of mine are wall hangers.
