When you get into the hills it gets different since you have areas of very stable limestone with pockets of unstable clay. That presents some foundation engineering issues.

The problem is that a lot of volume builders will throw a slab foundation down that is only supported with grade beams. It usually takes piers to have a stable slab. Piers are expensive.
So yeah, similarly, building roads cheaply results in them falling apart without freeze/ thaw cycles.

Though of course, we do get freeze/ thaw cycles in Texas, as you know. So there's that too.
