I get it, the rider would have been better in the middle of the lane rather than in the middle of the entire road.
I see this locally far too often with all kinds of riders. Mostly those on hybrids or those that have a bunch of bags mounted on the back & front with various Tractor Supply Co. reflectors all over the bicycle.
