The frame looks very good condition yet I wouldn't consider it NOS. Does look to have been a complete bike at some point that someone tore down without riding much or at all kinda interesting.
It has some shop wear as would be expected for a frame sitting around for that long. The front and rear drops don’t show any signs of having wheels on them at all and from what can see it doesn’t show signs of ever being built but I could be wrong.
