On a cross-country cycle tour, directly from Los Angeles to Washington DC in the1970's, my recollection from a small sampling mostly outside of cities, was that the nicest drivers were in California, Colorado, and West Virginia; the worst in a specific Midwestern state, to remain unnamed. .

Of course my memories may be biased by the general friendliness of the inhabitants.
