They look like SPENCO grips. I have a couple of bikes that have them installed. IIRC, I wetted them with water with a tiny bit of dish soap in it. Once installed, I rinsed as much of the soap out and let them dry. Sadly, the fabric part of grips on the top portion of the bar on one of those bikes started to disintegrate (after many years) and I finally had to cut them off and replace with foam bar tape

The “bunching up” seen in the pic might have been due to “rolling” them off
causing excess stretching of the material. It’s possible that they won’t shrink back to their original size.
