How was she supposed to know the peloton would be using 100% of the width of the road? Just watch any race, there's lots of fans stepping on the course's asphalt, this occasion just ended really poorly. If anything, could she sue the rider for being negligent and hitting her?

In general, what's the official ruling (at-fault and insurance-wise) when a racing cyclist hits and injures a spectator be it on the course's asphalt, or just inches off the course on the grass?
