650B refers to a 584 ISO rim (and/or tire)- it's the diameter, width is separate. 650B tires come in lots of widths.
I think the original intended outer diameter for 650b was 26" which a 38mm or 1-1/2" width 650b would achieve. Pretty arcane stuff really. Your definition is better in my book.
