On to dealing with the rust spots on the frame..... With my PX-10 I was able to carefully wet/dry sand, feather then paint over the spots with clear nail polish. Many of the spots on the tandem frame are sort of difficult to really get to with sandpaper. Evaporust with a tandem frame is really impractical. Careful application of Naval Jelly maybe?
