Maybe try 3M Outdoor Double Sided tape. It's really sturdy (doesn't budge) and is sort of gummy like old chewing gum. But it eventually releases when you pick at it a lot with your fingernail. That's what I use to tape magnets to my wheels and cadence magnets to my cranks. I've never had anything fall off my bike (knock wood).
