Discussion of the "safety promotion" advocacy that is probably the most effective in keeping the proportion of the population riding low, and discouraging casual, recreational, commuting use of bicycles by non-racers and cyclists who do not identify themselves as "enthusiasts", can be found in a sticky thread with the most views listed at the top of this sub-forum.
