Are you sure it's not a scam? How did you get the notification? Text? Email? Is it really a FedEx email address (@fedex.com)? Did the BIke24 really use FedEx (not typical for a foreign shipment)?

Duty is a government fee and I doubt they'd release a shipment with a payment due.
