I have found that most cyclists are keenly aware of what is going on at stop light controlled intersections and will jump the red to get up to speed ahead of traffic. On the road where I commute, I do it regularly and it helps me get up to speed ahead of the traffic.
As for the video. I never ride that close to parked cars. That is just asking to get doored. in those situations, I take the lane.
