It's not uncommon for riders of all levels to have separate dedicated TT and mass start frames for this reason...this is especially true at the highest levels of the sport.

For the same reasons that your son likely has a road bike and doesn't slap on clip-on extensions for TT races.

A session or two on a fit bike for each position could sort this out...but at this point, I'm probably beating a dead horse
