Some still do. Saw a race recently where fans were passing out newspapers and several riders grabbing them. I thought at the time that it would be hard to get rid of them with "no littering" rules heavily enforced by the UCI.
I think there have been several occasions on Tour de France telecasts I have watched where the papers have been handed to riders as they have reached the top of climbs in the Alps... or maybe also the mountains over in Spain.
