The adhesive in most tapes will eventually penetrate the paint and at the least cause a blemish.

I see a lot of these type bags with straps around a painted tube so people evidently either don't care or haven't had any problems. But I've seen and experienced abrasion on painted seat posts from a seat bag strap. Wouldn't want that on my precious top tube paint.
