The
Tern Castro bikes have/had 24" wheels and a larger than usual frame for a folder. It is/was made in derailleur and SRAM 2-speed Automatix versions. No idea whether those are still available new.
If I'm recalling correctly Swift and Xooter also made folders with 24" or possibly larger wheels. I think those were also discontinued but you might still find a new/old stock or good used one.
