That's a good score. With a free bike you have extra cash to replace that rear tire when he skids it down to the belts.
Check the brake cable, looks like the handlebars got spun and put the cable the wrong way around the stem which will cause extra friction. The cable looks kinked up and might be ready to be replaced anyway.
