I volunteer with a local land trust organization. It operates several nature 'greenway' trails...some of which I run on frequently (where I see lots of the bagged dog poop). We've talked about having receptacles along the trails for disposing of such things. But we reasoned that placing the receptacles out there will encourage even MORE littering. I like the idea of maybe a sign at trail entrances with wording like "Take only memories. Leave only footsteps."
