Capreo, SRAM's XD, and Hope are the options I know about for going below 11 teeth. Each one only works with cassettes designed for it and almost all cassettes are for MTB/Gravel and are generally 10-42 to 10-50. I have a 3T Overdrive cassette that's a 9-32 and fits the XD driver. It works but I don't recommend it due to the ridiculous cost.
