Hard to tell how fast that crosswalk comes up from the pics, but it does look like the curve makes it a little hard to see, and a crossing sign would probably help.
Assuming he was looking at the road to see the sign, then yes, it would help. Unfortunately, our local media (most media, really) just report the incident and never follow up.
