I cleared the cache as you suggested. Saturday and today when I came to the site I saw the dot show n amount of notifications. I didn't click the bell to see what they were. When I went in to read a thread, I noticed that it was showing n-x amount of notifications.
It appears that notifications for quotes are clearing themselves with out me even looking at the thread that I was quoted in.
It's not a big deal for me. Just some oddity that I hope they'll fix as they get time to investigate. As I said in the OP, there have been strange things going on with notifications on this site for quite a while.
I know that they haven't been working correctly in the past as sometimes when I go into see what likes I had notifications for that the quotes cleared or vice versa. But this is even worse IMO.
