They where cheap. I would just grease and set them as good as you can and then ride it.
If you don't notice it when you ride then it's good and will likely stay that way for a long time.
When it becomes noticeable get another cheap wheel.
The front wheel on my Raleigh felt loose. This is what I found. I'm putting it back into service and hoping for the best. Next time I get to an LGS I'll see if they have replacement cones. Maybe balls, too. The cups look fine. This thread told me just what I needed to know. Thanks.
