Fork crown style, lug shape, and serial number location and format are consistent with high end Maruishi bikes of that era, and I think I remember that they did contract builds. Maybe it's one of theirs. That's a very nice frame.

The head lug stamping is very distinctive. Have you tried soliciting the "Vintage Japanese Road Bikes" group on Facebook for information?
