There are many techniques short of anything permanent. Waxing, lotions, etc. Many types of shavers for bony shins. Check online.
Years ago, my 1st wife liked to wax&strip the hairs - gosh only knows why, but she did smile with my every wince or grunt. Just the legs, luckily.
