In theory, perhaps. But with my arthritis restricted neck mobility, it would only handle better up to the point that I ran into something while staring at the ground right in front of my front wheel.
I have learned to handle bikes quite well with handlebars level with the saddle. If this was a custom built frame, I would have the head tube high enough to allow a level stem. But it is what it is.
