Yes. I'd be upset at the missing 18 cog. Suitable road riding cassettes are
8 speed: 12-19, 13-21, or 14-23
9 speed: 12-21, 13-23, or 14-25
10 speed: 12-23, 13-25, or 13-26
11 speed: 11-23 or 12-25
39x25 is a low enough gear to get a fit rider over everything in the Colorado Rockies, and you're in Florida.
