The unique raised radiator design was something installed by Union Pacific when they rebuilt the locomotive (locomotives, actually; they did it to a lot of them). Not sure of the reasoning, really, it might even been for some simple reason such as maintaining parts commonality with other types of locomotives (GP9s, etc). Or maybe the larger radiator section and fans were needed for cooling.
Interesting that that is the one in Cruger. I've driven by there MANY times....
