80-100 for a tune up in a big city like NYC seems pretty reasonable. I work elsewhere in a different city and we charge $140 base price and similar at other shops in our area.

I don't know many shops in NYC but Bicycle Habitat has been around since the late 70s I believe so would be worth checking out. It is possible though unlikely they might have discounted tune ups for single speeds or can look at your bike and break it down in what is needed and that might come out cheaper.
