Given the way the bus racks are currently designed, I'm not sure they could easily modify them to work with both fat tires and regular bikes. The bottom part of the rack where the tires slide provides the majority of the pressure to keep the bike upright. If that were widened enough to allow my 5" fat bike tires, then regular bikes would just fall over during transport.
