Homewrap (Tyvec)?
+1 on Velotoze. Not sure it will keep you as dry as you want though since it will trap your sweat inside your shoes, but to my knowledge there is no perfect product than can do both (keep outside layer dry and inside layer dry in wet and hot conditions). Can't have your cake and eat it too!
