The current rule is the same as a GRD - 2 bases from the time of the pitch. Intentional deflection by a defensive player makes it 2 bases from the time of deflection. The rub here is that without the ball being deflected out of play, the run would have scored (2 outs, runner at 1B left on the pitch, and was almost to 3B when the ball went out of play).
It was a freak incident, the fielder clearly didn't deflect intentionally, the ball is out of play, why add another rule just to cover a freak incident? It's just simpler to treat it as a ground rule double and be done with it.
