You wouldn't honk at a car, truck or a motorcycle except to signify "Hey, watch it!" or "Screw you, idiot!". You don't honk just because you wanted someone to know you've seen their car.
Why would a cyclist interpret it any differently? It's annoying when someone is honking for no good reason.
