For cold weather nothing beats a "Cold Avenger" face mask. For temperatures around 30F, I wear ear muffs and a fleece jacket that zips up to my chin. A thick beard also helps a lot.

My fleece jackets came from a company that sadly is no longer in business. They have thumb holes in the sleeves and the sleeves are long enough to leave no exposure at the wrists.
