these are prized by vintage enthusiasts in-the-know; especially fine are the caramel coloured ones

BTW -

wrt your stem and bar questions -

the stem looks like an unstamped Cinelli to my eye as well

Titan brand bars are typically 27.0mm at the centre

if the stem is indeed Cinelli one would expect it to have a clamp size of 26.4mm
