Correct. If anyone was going to fix that, I'm pretty sure that that the highway jurisdiction would have to realign their road, almost never the other way around. The only time that I've eve seen the RR change an alignment is in the case of massive reconstruction like in the case of a new interstate or something and I'm pretty sure they aint paying for it.
