That's fine if the equipment is actually being actively used to maintain that infrastructure. But this equipment is just parked there, when it could have been parked off to the side to allow traffic to flow on the MUP.
We call that "mobilization". Some truck driver drops the machine off before the work starts. Without knowing the work planned it's possible the heavy machine on a side slope isn't going to be a good thing. Or the machine was done and waiting to get picked up. That is not a machine that is getting moved with a pick up truck. I also wouldn't be surprised if the OP rode around some sort of barricades, or should have, to get to that machine
