You don't see SunTour Hero derailleurs spec'd on very many bicycles. It was SunTour's lowest model, even below Honor. The Hero I've seen are circa 1986-1987, which is appropriate for the two tone paint scheme. The wheels may be OEM, as employing QR only on the front, with a different hub, was a fairly common factory practice for this level and era. As noted, this would be scraping the bottom of the barrel in its day. Similarly spec'd bicycles had retail prices of around $150 US, circa 1986. However, it seem clean, with low use, so while it's very basic, the asking price is likely not unfair.
