Cycling Mikey has tons of successful prosecutions from submitting video evidence. In the UK they'll send the registered keeper (owner) a Notice of Intended Prosecution with the offense(s) listed. That person must show up to court and identify who was driving at the time. If they don't show or refuse to name who was behind the wheel, they don't get convicted of the original offense(s), but they do get smacked with Failure to Identify. When I last checked that carried a £660 fine plus court fees (usually upwards of £200).
