Not chopped but sure is a mutant. What were they thinking? Any opinions?
And what you do with it? The bars or stem are bent so those need to be replaced. The seat is tiny, torn and bent. The tires are pretty bizarre, two ribs on either side that make contact, not the center of the tire which has a deep rounded groove.
