That is really neat! A lot like the Fuji Finest as you mention, looks and all - same Chainstay crimps, same chrome accents. Except the early 70s Finest generally had short top tubes for the seat tubes from what I understand, so maybe like it's evil twin. Someone out there in the Bay Area needs a French fit!
