In that case, it's likely something with the bearings. You don't say what type of bearings you have, e.g. cartridge, retained balls, loose balls.
It's unlikely to be the compression plug, as that turns with the bars and the steer tube.
thanks - bearings are cartridges, they seem fine. i think it's a matter of how much i have to tighten the plug to get the play out of the headset... if that doesn't work i'll change the bearings as well.
